He The European Parliament has asked the European Commission to reduce dependence on American technology giants and give priority for cloud, open source and EU-based AI infrastructure. It has done so through the approval of a report, which frames the European Tech First resolution, public procurement reform, Public Money and Public Code as a necessary defense mechanism against the increasing control of the United States over critical digital infrastructure.
The report focuses its text on a change in the strategic orientation of public procurement, as well as infrastructure, with a line of commitment that stipulates that member countries can favor European technology providers in different strategic sectors. All with the aim of strengthening the technological capacity of the region.
The report was approved with a large majority obtained with the votes in favor of the European People’s Party, the Social Democrats, the Liberals and the Greens. The approved resolution asks the European Commission for various reforms, such as a Cloud and AI Development Law.
With this decision, the MEPs who voted in favor of the report want to lay the foundation for a European digital public infrastructure that is based on open standards, and that is characterized by its interoperability. Furthermore, they consolidate the principle of «public money, public code» as a strategic basis for reducing dependence on individual suppliers.
Therefore, it is proposed that software developed specifically for administration with public money should be made available to everyone, for which it would be developed with open source licenses. For financing, Parliament relied on the implementation of public-private investments.
Before the vote The possible creation in the future of a European Sovereign Technology Fund was also discussed.which if launched would be provided with several billion euros to develop specific strategic infrastructures that the market does not offer on its own.
