Shanghai has introduced a Traffic Safety Code system for delivery and courier riders as part of its ongoing crackdown on erratic non-motorized vehicle use. The system, designed to address the challenges posed by the increasing rider population, includes modules for data analysis, risk assessment, and early warnings. Riders are classified into three safety levels – green, yellow, and red – based on factors such as traffic violations, accident history, and training completion. New riders must hold a green code to start working, while those with a red code face platform bans and are placed on an industry blacklist until they meet green code standards. Over 420 riders have already been blacklisted, according to reports. In addition to riders, the system now holds delivery stations and companies accountable for traffic safety, with 203 stations and 13 companies already penalized for failing to comply with regulations this year.
