He Spain Government has approved the process of issuing, management and development of the ID in its digital versionwhich will serve as a complement to its physical version. Interior Minister Fernando Grande-Marlaska said that in this way the use of the ID will be adapted to the new digital challenges. In addition, citizens who wish will be able to use the document in digital format on the mobile phone.
The new digital ID will serve to prove the identity of citizens through an app, Midni, which is available through Google Play for Android and the iOS App Store, and which can be installed with safety guarantees in the mobiles of people who have a digital DNI. The digital ID, which will be displayed through this app, will have the same legal validity as the physical document. Of course, it will live with the document in its physical version, and will not replace the traditional identity card.
According to Grande-Marlaska, the implementation of the digital ID will be carried out in several phases. In the first one that begins today, the digital ID will only serve to identify digitally, but it will still not be valid to prove identity through the Internet.
This means that the holder of this document may prove your identity to carry out face -to -face legal or administrative procedures. It may be made before any public administration or private entity. Of course, it cannot be used as a travel document to cross borders. Nor abroad. It will be possible, for example and as the minister said, vote with the digital ID, open a bank account, prove the age of majority or collect a email package.
According to the regulations for the approval of the Digital DNI, a maximum period of twelve months is now set for public and private entities to adopt the necessary measures to adapt to the digital version of the National Identity Document. During this period, the acceptance of this new digital identification format will not be mandatory.
After that period, the second phase of the implementation of the digital ID will begin. From then on, all public and private entities will be obliged to accept the digital ID. In this second phase the digital version of the ID can be used to perform telematics, electronic signature and other operations through the Internet.
The digital ID is a project of the Ministry of Interior, developed by the National Police in the framework of the Digital Identity Plan, together with the National Currency and Timbre Factory. Through the MIDNI app, the user will request their identity data from the National Police. So that they can be requested by third parties, a QR code is generated with limited validity and that will be signed and sealed by this police body.
Therefore, MIDNI guarantees the authenticity of the data shown in real time, and certifies that they are updated and valid at the time the verification is performed. The use of the application prevents the manipulation or falsification of the data. This will not be stored either on the mobile that requests the identification or in which it verifies the identity of the holder of the digital ID.
How to request digital ID
To dispose of the digital ID it will be necessary to complete three phases: A previous record that unequivocally links the identity of the citizen to a mobile number that allows the MIDNI application, the virtualization of the ID and the verification of the process.
To register it, it is necessary for the ID to be in force and its active electronic certificates. It can be carried out through this website, in any of the documentation update positions at police officers, or in municipalities. Also in any of the 290 documentation units of the National Police.
Regardless of the route chosen for the registration, the access route will be reported to be downloaded. When registered in it, it is verified that the DNI is associated with the smartphone phone number through single -use codes, which is necessary to use to finish the link correctly. You can only associate one ID to a mobile number.
Once the record and download of the application is completed, the ID can be virtualized. Midni does not keep the citizen’s identity data, as we have mentioned, but serves to consult the DNI management unit in real. If you are denounced as lost or stolen, the information will not be available.
When you consult the Digital ID through the app, the ID owner may decide which data wants to show based on the use you want to give them, with the aim of verifying your identity. You will have three options available for this: DNI Age, which will show the photo, name and majority; Simple DNI, which will show the photo, name, surname, sex and validity of DNI; and complete ID, with all the data of the physical document.
Once the level of information requested, The application will generate a QR code that appears on the SMARTPHONE screen of the DNI holder. It is a code generated by the National Police, which verifies that the data is authentic.
This code will be visible for a short space of time, and then will lose its validity and it will be necessary to generate a new code. This QR can be scanned with any other device that has the MIDNI application installed.
