Türkiye is on a path to create its own sovereign artificial intelligence (AI) infrastructure to meet the needs of domestic companies without any foreign dependence.
Mehmet Uner, strategy advisor at Ena Venture Capital, told Anadolu that the fund aims to establish Türkiye sovereign AI as a major investor in early-stage AI startups in the country.
Uner stated on the sidelines of the startup event Take Off Istanbul 2025 that the fund invests in startups active in the fields of AI, cloud computing and cybersecurity. The fund is involved with startups in the pre-seed and seed phase.
“We are participating in Take Off Istanbul with four companies,” he said. “Orbina operates in agentic AI, Enlighty works on customer and market insights, MagicPay develops a payment processing system and CloudFlex stands out with its hybrid cloud computing infrastructure.”
Uner stated that Orbina in particular has carried out major projects, especially in the financial sector for insurers and banks, but also in the public sector. “This is one of our investments that we are proud of,” he said.
He noted that Orbina offers benefits to institutions in terms of efficiency.
“Orbina’s offering allows them to work more efficiently by automating tasks,” he says. “One of Orbina’s key features is that it has developed a Turkish Major Language Model (LLM), which allows users to produce AI agents that speak our language best and provide the best assistance.”
Uner stated that another investment from Ena Venture Capital is Nuvena, a company working to build Türkiye’s sovereign AI infrastructure.
“What struck us when setting up the investment fund is that all the AI startups we invest in unfortunately face infrastructure needs – they are trying to bridge the gap outside Türkiye, so we said, ‘Let’s invest in Türkiye and create our own sovereign AI infrastructure’, as this way our startups can use this as a base instead of reaching abroad,” he said. “And we want to achieve this goal with Nuvena.”
Uner noted that the aim of the Nuvena investment is to create data center capacity in Türkiye and build an AI layer on top of it.
“With our sovereign AI layer, we want Turkish companies and startups to meet their capacity and hardware needs from our country rather than from foreign solutions,” he added.
