Rodgers has been linked with a switch to the Black and Gold since leaving the New York Jets in January.
The four-time MVP won just six of his 17 games as a Jet over the past two seasons.
Rodgers kept the Steelers waiting for much of the summer as he pondered his future in the NFL.
The Super Bowl XLV champion pondered retirement after a miserable tenure in New Jersey.
Rodgers rocked a Steelers cap and smiled as he inked his one-year deal on Saturday.
The quarterback will earn a guaranteed base salary of $10m at Heinz Field.
Bonuses take the overall package up to $19.5m, per ESPN.
Rodgers will speak for the first time as a Steeler on Tuesday.
The Green Bay legend threw for 3,897 yards and 28 touchdowns across 17 games last season.
But approaching his 42nd birthday and less than two years out from Achilles surgery, fans’ reaction to the news was mixed.
“Feels like I’m in a parallel universe. I might take the year off as a fan,” groaned one pessimistic fan on X.
“Sad day. The end of the Tomlin era. Rodgers will be lucky to win 8 games,” predicted a second.
“We’re going 17-0,” countered a third.
“Finally y’all got a real QB. Not as good as Jordan Love but it’ll do,” said a fourth.

“What are you going to do? Bring him in just for a year?
“He should stay [at home] in California.”
