China wants to take a step ahead of the electric recharge. In a joint opinion published this week, the powerful National Commission for Development and Reform (NDRC) kicked off a large infrastructure plan: more than 100,000 high power charging stations will be built by the end of 2027, with a given priority to the most frequented roads during peak periods, including holidays.

Quick recharging, intelligent terminals and green energy

This network, intended to support the rise of electric vehicles, aims for general public use. Significant precision: many quick stations in China are now reserved for vehicles in a given manufacturer. This is the case of the new byd supercomposes, for example, which are not accessible to competing brands. The new roadmap wants to change this situation: all new stations will have to be open to everyone.

The idea is to anticipate the evolution of the car fleet. At the end of 2024, China had 31.4 million electric cars in circulation, or almost 9 % of the Total Park. However, with 14.4 million recharging points identified in May 2025, the infrastructure is still struggling to keep the pace, with an average terminal for 2.2 vehicles. And only 3.3 million of these terminals are currently accessible to the public.

This new plan also aims to prepare the ground for electric cars models equipped with 800 V architectures, capable of recharging in 10 to 30 minutes. It is still necessary that the terminals follow. The NDRC therefore insists on technological modernization: the new terminals will have to offer rapid recharge and integrate intelligent systems.

Among the expected features: a dynamic pricing system to encourage recharges in off -peak hours, as well as a massive recourse to solar energy and storage to power the installations. A notable effort is also undertaken in the long term to secure the investment: the government offers 10 -year leases to operators, with the financial support of local bonds.

The goal is double. It is first to guarantee a reliable and attractive network for users, while ensuring the profitability of the model for companies. The official press release also evokes a ” Innovative application »Recharge technologies, with an upmarket of equipment in terms of efficiency and lifespan.

This terminal installation plan is part of the country’s wider energy transition strategy. Electric recharging is not only perceived as a service in China, but also and above all as a development means for the new energy vehicle industry (NEV) and a tool to green the transport and electricity sectors.
