At the 2025 Apsara Conference in Hangzhou, Alibaba CEO Eddie Wu said the company is executing a three-year RMB 380 billion (US$52 billion) plan to expand AI infrastructure and will commit additional funds beyond that. He highlighted Alibaba Cloud’s strategy of keeping its Qwen model open source, positioning it as the “Android of the AI era,” while also building a global AI computing network.
Wu outlined a three-phase roadmap toward artificial superintelligence (ASI), from general intelligence to autonomous action and finally self-iterating systems. He predicted only five to six global cloud platforms will dominate in the future, with Alibaba Cloud planning for a tenfold increase in data center energy consumption by 2032 compared with 2022.
