Estonia: Digitalization and AI

Estonia is also putting pressure on AI. In the education sector, the state has distributed ChatGPT licenses to teachers and students, as the FAZ writes. According to publicplan.de, AI is also used specifically in administration.

Estonian Prime Minister Kristen Michal wants to close this gap by giving AI agents their own ID number. Michal has now announced corresponding plans. The idea is that the AI agents’ activities can be restricted, monitored and recorded.

Restrict access of AI agents

“It shouldn’t be the case that a person has to grant their AI agent access to all of their rights, services and data,” says Michal via

It must also be clear on whose behalf an AI carries out digital actions. Michal did not mention a possible start date for issuing the ID numbers. It is also not yet clear what happens if an AI agent with its own ID makes a mistake.
