Day of rest… for some more than others. And while the Hoy No Circula is applied, it continues to be a small headache for the affected cars. Cars that rest… and owners who do not do so because alternatives to their use must be found.
What we are talking about is the program devised by the CDMX Environment Secretariat (SEDEMA) to reduce polluting emissions. And, as you well know, on Saturdays we have to face specific restrictions for this day.
Because Hoy No Circula tries to improve the quality of the air we breathe by forcing some cars to stay at home. This will depend on some conditions that we have to take into account because on Saturdays the rules change slightly.
But where do these restrictions apply? Specifically in the 16 mayoralties in Mexico City and in the following suburban municipalities of the State of Mexico:

- Cuautitlan
- Cuautitlán Izcalli
- Chalco
- Chicoloapan
- Chimalhuacan
- Ecatepec de Morelos
- Huixquilucan
- Ixtapaluca
- Peace
- Naucalpan de Juárez
- Nezahualcoyotl
- Nicolas Romero
- Tecámac
- World of Baz
- Tultitlan
- Chalco Valley
What cars and license plates does Hoy No Circula Saturday affect?
Being aware of all this, the first thing to be clear about is that on Saturdays some specific rules apply to Hoy No Circula. As you can see in the image above, each day has its restrictions but these are unalterable week to week.
On Saturday, however, there are some changes taking into account the hologram of the car and its license plate number. Thus, the following conditions can be given:
- Those that can circulate every Saturday
- Those who have to rest every Saturday
- Those who rest every other Saturday
Restrictions that, it must be remembered, only apply between 5:00 a.m. and 10:00 p.m.. At night, free movement of vehicles is allowed and we will not face a fine if we use a car that could not be circulating in daylight.
Once we have all this clear, the first thing you need to know is that if you have a car with a 0 or 00 hologram you have nothing to worry about, you will have total freedom to move around wherever you need. Saturdays are all yours.
Those with hologram two, on the other hand, will face the toughest restrictions. In this case, they will not be able to move their car on any Saturday. There is not much to think about either, hologram two is synonymous with leaving the car in the garage.
Those of hologram oneFinally, they are the ones who have to be attentive to changing restrictions. In this case, the last number on the car’s license plate is taken into account. If it ends in an odd number, they will have to stay home on the first or third Saturday of the month. If it ends in an even number, they will do the same on the second and fourth Saturday.
In this case, November 16 we are talking about the third Saturday of the month. Therefore, it will be the cars with hologram one and a license plate ending in an odd number that will be forced to rest. In addition, there are a series of exceptions that apply and allow the following cars to circulate:
- Those with hologram 0 and 00
- Those that run on electricity, natural gas or are hybrids
- Those who have a disabled license plate
- All those dedicated to urban transportation services (includes funeral homes)
- Those that offer school or passenger transportation
- Those intended for public safety and/or civil protection
If you fail to comply with these restrictions, the fine will be 20 to 30 times the Unit of Measurement and Update (ONE), which is equivalent to 1,924.40 pesos and even 2,886.60 pesos.
