Driving license reform has been long awaited and is now becoming a reality. In France, from 2030, the lifetime driving license will disappear in favor of compulsory renewal, subject to regular medical check-up. The European Union has definitively decided, and the decision will soon be adopted by all member countries. Each driver will have to complete a renewal procedure every fifteen years. A change which not only marks a clear break with the legislation currently in force, but which also prepares the old continent for a global harmonization of the driving system, in particular with the integration of a digital version of the license accessible on smartphones.

Renewable every 15 years

The European reform, adopted by a majority in Parliament, gives Member States three years to comply with these new rules. In France, this decision takes place in the context of an aging society and a long-standing debate. The permit will now be considered temporary, requiring each holder to monitor its expiry date and take the necessary steps to remain in good standing.​

At the heart of the reform is a crucial question: that of compulsory medical control. Initially envisaged as a mandatory requirement for each renewal, the medical examination has sparked a lively debate among motorists and driver defense associations. To date, European regulations ultimately leave room for maneuver to Member States. If France decided to impose it, it would intervene every fifteen years for drivers, then every five years from the age of 70, upon presentation of a medical certificate.

With this change, the measure aims to prevent road accidents linked to the declining health of elderly motorists. However, other alternatives, such as self-assessment forms or a national assessment system, could replace medical monitoring.

Digital license for all

The digital license promises to simplify checks while reducing the risk of fraud and facilitating the management of procedures. This harmonized format, valid throughout the European Union, will also make it possible to request a physical card for drivers who are resistant to all-digital technology. More concretely, everyone should find what they are looking for: motorists, with a more practical and digital format. easier to present in the event of an inspectionparticularly abroad, but also the authorities, with a format that leaves less room for fraud. The reform also contains a social component, with the creation of adapted mobility solutions for people declared unfit to keep their license.

France, with its 32 million drivers, will have to completely rethink its model for granting driving licenses. For the European authorities, the objective of zero deaths on the roads by 2050 is ambitious, but the overhaul of the permit system constitutes one of the major levers to achieve this horizon.
