Off-peak hours are changing
From November 1, 2025, the configuration of off-peak hours that the French have known for decades will gradually change. This reform decided by the Energy Regulatory Commission (CRE) concerns around 11 million households and will extend until the end of 2027. Rather than a single period of eight hours in a row, generally between 10 p.m. and 6 a.m., off-peak hours will now be distributed over two distinct slots. : a consecutive period of five hours between 11 p.m. and 7 a.m., and three additional hours, spread throughout the day, between 11 a.m. and 5 p.m. In summer (from April 1 to October 31), more off-peak hours will be scheduled during the day to take advantage of peak solar production, while in winter, they will be concentrated more at night.
Electricity suppliers such as EDF, Engie or TotalEnergies will have to gradually adapt their customers’ contracts. Enedis, public network manager, will inform its customers at least one month before any timetable change. Concretely, those whose off-peak hours are currently in the morning (7 a.m.-11 a.m.) or evening (5 p.m.-11 p.m.) will see their slots modified, while 3.5 million households already compliant with the new rules will not be affected.
The Energy Check too
The payment of the energy check follows an exceptional schedule in 2025. Due to the late adoption of the finance law for 2025, the checks which would normally have been sent in the spring will be exceptionally distributed in November, with the start of the campaign on November 3. This distribution comes in the form of three waves: a first automatic in November, then two others for households that have not been automatically designated who will have to report online or by mail.
The attribution methods have also evolved considerably. Until 2023, the administration relied on housing tax to determine the eligibility of households. With the elimination of this tax for main residences, a new system had to be deployed. From now on, the allocation of the check will be based on the electricity Delivery Point (PDL) number of the accommodation and on the income of the tax household of the holder of the electricity supply contract.
Winter break is back
November 1 also marks the start of the winter break, which will last until March 31, 2026. Established in 1956, this measure protects housing occupants against evictions during the cold season. During this period, no rental evictions can be carried out, except in rare specific cases. Note, however, that an owner can initiate or pursue legal action for non-payment of rent or nuisance. Judgment can be pronounced, but his execution will be suspended until March 31 2026. There are, however, a few exceptions: squatters, violent partners, Crous students no longer meeting the conditions of allocation… not everyone benefits from this protection.
Snow tires required
From November 1, 2025, in 48 mountain departments, approved winter tires will be compulsory, or failing that, anti-snow equipment (chains or socks in the trunk) in order to limit accidents linked to sudden winter conditions.
