Unlike Anthropic, OpenAI seems to want to cooperate with the EU Commission.

OpenAI has offered the EU Commission access to GPT 5.5 cyber, Thomas Regnier, European Commission spokesperson on Technological Sovereignty, Defense and Space, reported in a recorded press briefing.
This is a version of OpenAI’s latest AI model designed specifically for cybersecurity. The model was rolled out to select cybersecurity teams last week as part of a limited pre-release release.
Check for security risks
According to Regnier, the access should enable the relevant bodies in the EU Commission to examine the model in more detail and address any security risks. It is still unclear who on the Commission side will ultimately have access – for example the KI Office or ENISA. The spokesman emphasized that this was still being negotiated.
