The Government has just announced the postponement of the entry into force of electronic billing (including Verifactu), a key tool for controlling billing in companies and the self-employed, whose mandatory deployment was planned for companies within a month. The new mandatory implementation date It is postponed until January 1, 2027 for companies and July 1, 2027 for self-employed workers, as confirmed by the Ministry of Finance through an official statement.
Verifactu, the new electronic invoicing system that forces taxpayers to send their billing data in real time to the Tax Agency, is part of the digitalization and fight against tax fraud plan promoted by the Government since 2021. Its main objective is increase transparency, avoid the use of dual-use software and improve VAT control.
Official reasons for the postponement
The delay responds, according to ministerial sources, to “the need to offer more time to companies, especially SMEs and the self-employed, to adequately adapt to the technical demands of the new system.”
The development of technical regulations, as well as software and certification requirements, has progressed more slowly than expected, and several business sectors had requested more room to make the necessary adaptations.
In particular, associations of tax advisors and business organizations such as CEOE and ATA had warned about the “normative and technical uncertainty” that still surrounded the system, and had requested its temporary paralysis or postponement to avoid harm to small taxpayers.
