Another week, the Not on Saturday Circulation Today makes an appearance again. As you can imagine, we are talking about the Hoy No Circula program, the project that is active in Mexico to reduce pollution and improve the quality of the air we breathe.
Before explaining more details, the first thing to understand is what the Hoy No Circula program is. This project, as we say, is launched to achieve the main objective of reducing the polluting emissions we have in the air. Of course, it is about reducing pollution and reducing the impact on our lungs.
To understand how this point has been reached, the project has been devised by the CDMX Environment Secretariat (SEDEMA) with the intention of improving air quality by reducing the volume of cars on the street. The system is simple: less cars, less pollution.
The project has traffic restrictions every day of the week but on Saturdays it has slightly special regulations. In this article we are going to review everything that it entails, starting with the fact that the project is applied in the 16 municipalities in Mexico City and in the following suburban municipalities of the State of Mexico:

- Cuautitlán Izcalli
- Chalco
- Chicoloapan
- Chimalhuacan
- Ecatepec de Morelos
- Huixquilucan
- Ixtapaluca
- Peace

- Nezahualcoyotl
- Nicolas Romero
- Tecámac
- Tlalnepantla of Baz
- Tultitlan
- Chalco Valley
What cars and license plates does Hoy No Circula Saturday affect?
So, once we have all this clear, which cars have to stay at home and which can move freely? As you can see in the image above, not all cars are required to stay home but there are some that have to do so on one or two specific days.
These restrictions, however, apply between the 05:00 and 22:00 hours. At night, as there will presumably be fewer cars on the street, it will be possible to circulate freely. During the day, all the restrictions listed above must be complied with.
As you can see, some will be obliged to stop every Saturday, others will only do so on alternate weekends and some others will not have any problem at all. All of the above will depend, therefore, on the hologram and license plate number that we have on our car.
Once we have all this clear, the first thing to take into account is to know what hologram we have. Those in hologram two will have to leave the car at home every Saturday, without exception. On the contrary, those that will have hologram one will have to rotate.
In this last case, those with hologram one are the ones who have to leave the car at home every other week. In this case, that of Saturday April 27 (fourth Saturday of April) those whose license plate ends in an even number will have to leave their car at home.
As we remembered, the restrictions do not apply at night (from 10:00 p.m. to 5:00 a.m.) but during the day mobility is restricted to those cars that are allowed. In this case, vehicles with hologram two and hologram one with a license plate ending in an even number will not be able to circulate.
Of course, there are some exceptions that we point out here:
- Those with hologram 0 and 00
- Those that run on electricity, natural gas or are hybrids
- Those who have a disabled license plate
- All those dedicated to urban transportation services (includes funeral homes)
- Those that offer school or passenger transportation
- Those intended for public safety and/or civil protection
If you fail to comply with these restrictions, the fine will be 20 to 30 times the Unit of Measurement and Update (ONE), equivalent to 1,924.40 pesos And till 2,886.60 pesos.
